HOUSE BILL 2354 (W/ AMENDMENT #2): TALKING POINTS

SECTION 15: On forbidding the State or any municipality, political subdivision, or government agency to deny or interfere with a woman’s right to terminate a pregnancy HB 2354:

Ø creates a fundamental right to abortion which entails a great range of consequences, some unknown, except that all provisions of the Act are to be “liberally construed”;
Ø prevents any state regulation of abortion, including those upheld by the U.S. Supreme Court in Casey v. Planned Parenthood (1992), including waiting periods, informed consent and parental notification.
Ø Thirty years ago, we were told abortion would be a rare but necessary tragedy; today, we are being told abortion is a human right and those who attempt to regulate it in any manner or who will not provide it should be legally punished.

SECTION 35: On rights of conscience, HB 2354:

Ø Significantly weakens the Illinois Health Care Right of Conscience Act, which ensures healthcare professionals do not have to obtain, receive, accept, deliver, pay for, or arrange for medical care that is contrary to their conscience;
Ø requires health care professionals to provide prior notice to patients of their moral and religious beliefs;
Ø coerces health care professionals to materially cooperate in the procedures or services they morally object to by requiring they or someone in their employ provide “timely and accurate information and referral”;
Ø mandates every healthcare facility in the state, including Catholic hospitals, to employ someone to provide “timely and accurate information and referral” for abortion.

* The proponents equate this requirement with the policy of allowing Catholic hospitals to refer the victims of rape to Emergency Contraception providers, but the comparison is false: there is a moral distinction between the victim of a horrendous crime and other patients seeking abortion.

SECTION 15: On Illinois Parental Notice of Abortion Act:

Ø Illinois’ Parental Notice of Abortion Act has been tied up in the courts for over ten years, despite the Illinois Supreme Court issuing rules for the judicial bypass in October 2006;
Ø The 7th Circuit Court of Appeals is expected to make a new ruling on the statute, possibly lifting the injunction, within weeks;

Ø The enactment of HB 2354 would invalidate Illinois’ parental notification statute by prohibiting the state from any “interference” with the “right” to abortion and again
using the language “Notwithstanding any other provision of this Act or any other law to the contrary.”
Ø As of the end of 2008, 35 states, and every Midwestern state other than Illinois, have implemented a parental consent or notification of abortion law.

SECTION 20: On public funding of abortion, HB 2354:

Ø requires state Medicaid assistance to cover the costs of abortion in all instances.
Ø In fiscal year 1977/78, before Illinois had any restrictions on state Medicaid funding of abortion, 12,738 abortions were paid for with public money.
Ø In fiscal year 1981/82, after the federal Hyde amendment and Illinois law restricting government funding of abortion were upheld in court, the number of abortions paid for with public money dropped to 22.
Ø In 1990 a Cook County Circuit Court judge expanded the cases in which Medicaid funding could be used for abortion, and since then public money has been used to fund several hundred abortions every year.
Ø If House Bill 2354 were enacted, any regulation of Medicaid funding of abortion would be invalidated, and Illinois would likely return to funding thousands of abortions every year.
Ø House Bill 2354’s requirement that any “State medical assistance” provide financial assistance for reproductive healthcare may be interpreted to require state health insurance to cover abortion.

SECTION 30: On comprehensive sex education, HB 2354:

Ø mandates comprehensive sex education in grades K-12 by amending the statutorily defined Comprehensive Health Education Program (which is mandated K-12);
Ø wrests local control from parents and local school boards on the best approaches to sex education in their communities.

CONCLUSION

In 2007, the most recent year the Illinois Department of Public Health has complied statistics, there were 45,298 abortions in Illinois. In Illinois, the sad fact is that anyone can procure an abortion for any reason at any stage of pregnancy. Many people of good will have had to accept the fact our laws do not protect unborn human life. Still, it’s not enough. Now, we are told there should never be regulation of the taking of those lives nor conscientious objection among health-care workers allowed.

House Bill 2354 is a radical effort to codify a fundamental right to abortion and ensure all conscientious objections are swept aside, politically and in the health care profession.

Britain P.M. Callaghan (leader of Labor Party - 1976)

I just read the radio address Ronald Wilson Reagan gave on Nov. 16, 1976 about Britain.  Here is a snippet of the radio address that day and I think it pertains to us pretty well.  You can find the whole address and many other prophetic ones in the book, Reagan's Path to victory: The shaping of Ronald Reagan's Vision" Page. 93 - 94.

Prime minister Callaghan of the Labor Party in Britain said in 1976: “The cosy world which we were told would go on forever, where full employment would be guaranteed by a stroke of the chancellor’s pen, cutting taxes, & deficit spending is gone.”  The P.M. is is said now sees socialism as a oversold superstition among the British working class.
If it is true that somehow we take a parallel to Britain then we’d better listen to what the labor P.M. told the British Labor party at it’s recent convention.  He oviously was not out to win a popularity contest and didn’t but even those who jeered the loudest must have wondered if they could equal his courage.

“We must ask ourselves, unflinchingly, “ he said, “ what is the cause of high unemployment?  And he answered his own question, “Quite simply & unequivocally it is caused by paying ourselves MORE than the value of what we produce.  This is an absolute fact of life which no government be it left or right can alter.  We have lived to long on borrowed money & even borrowed ideas and lived in too troubled a world to be able in a matter of months or even a couple of years to enter the promised land.”

He went on to say to his surly audience, “We used to think you could just spend your way out of a recession and increase employment by cutting taxes and boosting government spending, I tell you that option no longer exists and insofar as it did exist it worked by injecting inflation into the economy.”  He added, “ Higher inflation followed by higher unemployment. That is the history of the last twenty years.

Then he hit them with this, “We can oly become competitive by having the right kind of investment at the right kind of level and by significantly improving the productivity of both labor and capital.  Nor will we succeed if we usse confetti money to pay ourselves more than we produce.


This was part of Ronald Reagan’s Radio address on Nov. 16, 1976 from the book “Reagan’s Path to Victory: The shaping of Ronald Reagan’s Vision”  by Kiron K. Skinner, Annelise Anderson and Martin Anderson

It looks to me that we were experiencing the same problems then as we are now, we just have a socialist in the White House and Congress.

Stimulus (Porkulus) Bill and Religious Discrimination...

Religious Discrimination:

President Obama, Nancy Pelosi and Harry Reid are out for Freedom of Religion and they think this is going to stimulate the economy. I think we are getting to close to socialism. No granted, I did not read the whole stimulus bill, but I did skim through it and I missed this part. According to the American Center for Law and Justice  (ACLJ), there is a part in this bill that says NO money is to go to a public facility if there is religious worship. 

Here is the section at dispute; Section 803 “shall be for the purpose of modernizing, renovating, and repairing institution of higher education facilities that are primarily used for instruction and research . . .”

“PROHIBITED USES OF FUNDS. - No funds awarded under this section may be used for - (C) modernization, renovation, or repair of facilities - (i) used for sectarian instruction, religious worship, or a school or department of divinity; or (ii) in which a substantial portion of the functions of the facilities are subsumed in a religious mission.”

This is absolutely appalling because this is going to restrict bible studies at colleges, dorms, etc. 

We need to storm the senate and have them vote again on an amendment. Sen. Jim DeMint (R-SC) has submitted an amendment (DeMint Amdt. No. 189) but it was defeated 54-43.

update:  It sounds like the Gov and his Chief of Staff have been arrested.  According to the Radio (www.560wind.com).
 
There is supposed to be a news conference at 11:00 am this morning. 
 
If this is true, this is a remarkable development in Illinois Politics.  Who is going to fill Obama's seat.  Hopefully it will be Pat Quinn.

Palin's Experience vs. Dem. Presicential Experience...

My Dad, Ken sent me this, very interesting, especially since they were all democrats.

Here is what I have found. Sara Palin is not alone in being a governor then running for president. Here are some other presidents that have similar backgrounds. Remember, these guys were running for president and not VP.

Grover Cleveland, Democrat, Mayor of Buffalo, Gov of New York, President

Lt. Col. Jeffrey Chessani

Well, if this is true, Lt. Col. Jeffrey Chessani charges have been dismissed.  My God Bless him, the Thomas More Law Center and Michael Savage for getting this case dismissed.

WHEREAS certain elements in Dutch industry and the Dutch government are suggesting that Geert Wilders be prosecuted civilly or criminally, in order to prevent such a boycott;

I just heard on the radio and confirmed with National Review (H/T: Katherine Jean Lopez) that William F. Buckley, Jr. has passed away. 
 
Please pray for the repose of his soul and pray for the conservative movement.

Congress votes this week or next week on allowing Pro-Abortion Groups HIV/AIDS Funding.

Abortion advocates in Congress have changed the wording of the President’s Emergency plan for AIDS Relief to include funding for groups that engage in “Reproductive Health” and “Family Planning”.

These are codes words that International Pro-Abortion groups use to hide their performance of or support for abortions in other nations.

The Bush Administration released a letter recently, along with the support of the Pro-Life groups, saying that the American AIDS programs should NOT encourage poor women worldwide to have abortions as a means of combating AIDS.

Pro-Life advocates are also concerned that abstinence education would be targeted under the revised bill and that more money would be sent to the Global Fund. That’s a group that has been chaged with giving money to groups promoting the coecive One-Child force abortion Policy in China.

Action: Contact your member of Congress, especially if they serve on the House Foreign Affairs Committee, and urge the to OPPOSE the PEPFAR bill unless changes are made to STOP it form funding abortion.

Lady's: FDA Just Approved!

What in the world is going on.  Now, the FDA has just approved a drug to "suppress monthly bleeding indefinitely."  I just completed Mark Steyn's book "America Alone" and it talks about the west is not reproducing enough as it is.  The muslims and mexican's are reproducing at a much more faster rate than the judao - christans.  I think people in the west are more concerened about themselves and their pleasures than they are concerned about anything else.  That is the basic problem with the west, today.

Now, according to the AP article "FDA Approves Period Suppression Pill", women will be able to basically get rid of their monthy period's.  The pill is being called Lybrel and it "is the latest approved oral contraceptive to depart from the 21-days-on, seven-days-off regimen that had been standard since birth-control pill sales began in the 1960s.  The pill, manufactured by Wyeth, is the first designed to put off periods altogether when taken without break."

Aren't woman concerned about their health or are they just concerned about pleasure?  I just don't get it. 

"Women who use Lybrel would not have a scheduled menstrual period, but will most likely have unplanned, breakthrough, unscheduled bleeding or spotting," Shames said. The bleeding can last four to five days and may persist for a year, he later added. Women who take other low-dose pills have reported similar issues."

My major concern is, what are the true side effects of this drug?  You now their is going to be a big side effect that they are not telling you about. 

"Over time she will experience markedly less bleeding episodes or no bleeding episodes," said Dr. Vanessa Cullins, vice president for medical affairs at Planned Parenthood Federation of America Inc. "That is very beneficial for some women -- and is wanted by some women."


God help us!  He is really the only one who can save us from our selves.

Free Speech "Fairness Doctrine"

Heads up.  Your freedom of speech is in jepardy!
 
This transends the boundries of Democrats and Republicians, Liberals or Conservatives, etc.  It doesn't matter if you are anti or pro war in Iraq, anti or pro war on terrorism,  anti or pro homosexuality, anti or pro immigration, etc, some of the members of the National Congress want to silence OUR freedom of speech.  What happen to the First Amendment?  Can you imagine they want to bring back the fairness doctrine, which said that "all views" are to be given equal time on the radio.  Why do you have to have "Fairness / All Views / Equal Time" on the radio or television?  We lived in a country were people have the right express their views.  If people disagree or dislike the programming on the radio or tv, they just turn it off and/or contact the sponsors.

Rudy Giuliani Poll

Last night I received a call from a republician pollster regarding Rudy Giuliani.  There were some pretty tricky questions, in which you had to really think.  I hardly ever pick up my home phone at night because most people call on my cell.  However, last night I just started picking up the phone and really enjoyed if for once.  I told the African American gentlemen, who was conducting the poll, that he was doing a wonderful job.  He appreciated it.

Most of the questions were based on conservative things, however, they did ask if we, United States, should pull out of the war in Iraq.  I stated that it would be morally wrong if we left without completeing the mission.
